Analysis Of President Bush's Post-Cold War Interve Essays Analysis Of President Bush's Post-Cold War Intervention Policy Analysis of President Bush's post-cold war intervention policy What Leads to Intervention?: A Case Study of Intervention During the Bush Administration As Commander-in-Chief of the most powerful armed force in a world plagued by small military crises, the question ultimately becomes: when does a crisis call for intervention? From 1988 to 1992, this was President George Bushs dilemma. The days of the United States fearing embroilment in international affairs due to the towering menace of the USSR and global destruction ended at about the same time as Bush ascended the Presidency. However, with the threat of the USSR gone, the importance of small scale conflicts had taken priority in maintaining world peace. Further, the fall of communism had left the United States with a leading role in world politics. In that position, with a powerful armed force behind it, the United States carried the heavy responsibility of how and why to use its new found eminence. That responsibility fell onto the shoulders of Mr. George Bush as the first American President to sit in that exalted position. His actions would determine the United States place in the new world order and set the path that future Presidents would have to carefully tread. The world order that President Bush inherited was of a vastly different character then that of all his predecessors. The Cold War environment that the world had just left behind had provided a clear framework for national security policy and the use of the US military. The environment that Bush walked into was an environment filled with disagreement and confusion over the new framework with which the US should operate. It was also an environment with which the role of Congress was almost eliminated as President Bush continually authorized military operations without the full consent of Congress. It was an environment where the executive held the power to use the military based on his own intent. During his term in the Presidency, George Bush was confronted with many opportunities to demonstrate his intent for the US military. The four years while Bush was President saw crisis situations occur with alarming frequency. In each of these crisis areas, gross human rights violations were committed. In some cases he reacted with swift military action, in the name of humanitarianism, while in other cases he allowed sanctions to do the job. The crisis situations where he advocated a military intervention and the situations where he did not both tell the whole story. In analyzing these actions, it can be ascertained which variables promoted a military intervention and which did not. The Variables There are many variables that could influence the United States decision to send a military intervention, however very few are relevant, quantifiable or could possibly have a strong influence over such an important decision. How to Use the Spanish Verb Ser Ser can be a challenging verb for Spanish students because it is usually translated as to be, same as the verb estar. Although they can usuallyà be translated the same way, ser and estar are distinct verbs with differentà meanings to the native Spanish speaker. With few exceptions, you cant substitute one for the other. Just like to be, ser comes in many conjugatedà forms that dont look like they could be related to the original verb. Examples include es (he/she/it is), eran (they were), and fuiste (you were). There is a massive difference between the fragile, heavy and difficult-to-use cameras of the Nineteenth Century and the powerful, easily used cameras of this century. The former needed days to produce the photographs that had been taken, and because of the transportation systems of the time, maybe weeks or even months to reach a major media outlet for publication. Thoughts on Organization "We learned about thesis and antithesis and five paragraphs and the whole bit, and learned to do it faster and faster. We repeated it in just the same way you throw basketballs at hoops over and over until you're good at it....All this indicated that I was a 'good writer' and I and teachers both probably believed I really was, and strictly because of this motor skill they'd trained me in." Dave wrote that in an e-mail discussion about theme writing. It made me wonder what the actual guidelines were for the so-called "Official Style," and what, if anything, was wrong with its formula. After all, this is what Universities demanded of us on a quarterly basis. If the scholars and the academe found it to be the standard, what could be wrong with it? I had done it, been good at it. I could turn out one of the "official" papers in a two hour time frame and get an "A". Big deal. Didn't that make me a good writer? What else is there? So I read Strunk and White's version of The Elements of Sty le to find out exactly what I had been doing while fulfilling assignment after assignment. Not that the subject matter was all that entertaining, but couldn't they have spruced up their writing with a little creativity, a little humor? I was so bored, I had a hard time wanting to pick the book up once it had fallen from my bored hands. Ah Ha! I do believe I had inadvertently stumbled upon the result of "Official Style" writing. It stifled the creative, humorous, and personal tendencies that I, and most creatively-intended people, personally look for in a piece of work we would like to tag as interesting. My thoughts then wandered to what the non-official style would set for writing guidelines. Would it be a writing revolution? Would it swim circles around Strunk or would it merely allow more flexibility while still holding Strunk's words as truth? Would I find out that what I had previously written and considered a brilliant paper was actually a regurgatation of someone else's work. And worst of all, would it be as boring as Strunk? Naturally I knew I would find my answer on MCMorg's homepage and bookshelf. So I dug around a little in Aristotle, Finnegan's Wake , Nevin Liab, and our previous reading assignments.

The organization whose compensation management is fine tuned with respect to companyââ¬â¢s budget, internal and external equities of base pay structure are well balanced can have a competitive edge over its competitors in the market because it results in low employee turnover ratio and the human resource of the organization will work with boosted motivation of being secured in their current position. It also helps to grab efficient workforce from the market who are considered as good market player. Hence, if the given case is concerned, the HR manager needs to hire an employee named as Shannon Albright as a financial accountant for its organization, for whom he thinks as a best choice for this position. So, before recruiting her, he has to plan a descent salary package, incentive plan and other benefits that will be offered to her in order to make her accept this proposal. Compensation Packageà The compensation package for her would be in accordance with the salary survey research of Boston, MA. Hence according to the salary survey research, the financial accountant is getting base pay of $79,090, $5,140 as bonus and $12,021 other benefits, that makes the overall compensation package of $96,251 annually on average (Salary expert, website). Based on this salary data, the HR manager has to offer some attractive offer so that Shannonââ¬â¢s demands regarding her compensation package are fulfilled. Hence, considering the external equity, manager needs to ponder on the internal equity as well because if it is not concerned it will demoralize the other employees of the organization if the new employee is getting more than its jobââ¬â¢s worth as per the organization and it can effect negatively on the new employee when he/she is getting less as per pay structure of the organization which is paying more to other employee but paying less to newer ones. If this case is taken under consideration, than for Shannon, HR manager should offer her little bit more than the average salary of the Bostonââ¬â¢s business market, and that is about $100,000 total annual salary, which consist of $75,000 as base salary, $12,000 as performance based incentive bonus and $13,000 as overall benefits given to her by the company. The total salary is also in accordance with companyââ¬â¢s budget because of their growing business operations, an efficient financial accountant was necessary to induct. Due to the absence of this post in the organization, there were many delays in their operations with respect to finance, which were resulting in considerable loss to organization on behalf of finance department; therefore, this loss will be covered by recruiting her into the organization. As far as internal equity is concerned, organizationââ¬â¢s most of the salary packages are in accordance with market salary packages. Hence, in this way Shannonââ¬â¢s salary is in accordance with external as well as internal equity. Incentive Planà When the organization targets for specific position and post and there is less number of specialists for that position than organization needs to develop an incentive plan which helps to retain existing employees, and attract new employees to the organization. The incentive plan is generally developed to recruit such employees whose supply is less but demand is more and it also helps to boost the morale of existing employee to perform better because incentives are directly proportional to the performance appraisal of the employees. In this case, HR manager has to develop an incentive plan to recruit Shannon into the organization. The incentive plan consists of incentive options. Although, more than above average of the bonus salary is sanctioned to Shannon according to salary data, therefore theses options will make her achieve that bonus. These options include sign on bonus, project based incentive, compensatory leave, and annual leave (HRM manual, 2000). Sign on bonus consists of $5000 written agreement between organization and Shannon, that by accepting this offer, organization will give her this much amount at the end of the year of her joining. Later on, this payment will be included in project based incentive, which will be given to her on completion of successful project at the end of fiscal year, but for the first year of her joining that amount is not more than $7000. Similarly, she will be given compensatory leaves for doing extra work and that leaves will be given to her whenever she desires. In a year, she will be having one month leaves and that will be her annual leave incentive option. Benefits Plan As per existing policy of the company she will be offered other benefits as well which are mainly focused on health and welfare of an employee. The specific portion of the total salary consists of benefits plan, which is aligned to give above mentioned benefits to her.
